Yes the SGC can be reset/shut down over the web-Interface top left menu where the User symbol is or under the tab Tool a factory reset, this don't help if you have no access and can't connect. The not so nice way to do this would be to remove the battery and power-cable restart again.

In your case could be only a problem with the connection (network). Maybe this video can help.

If not we I need to know how are you connected direct with hot spot or W-LAN to the router ?
